Why Berkeley Booking Is Regional
No jail gallery carries a Berkeley County label. Adults arrested here are booked at Eastern Regional Jail and Correctional Facility, or ERJCF, in Martinsburg. The West Virginia Division of Corrections and Rehabilitation, WVDCR, runs it. Since September 1999 the facility has served three counties: Berkeley, Jefferson, and Morgan. Its official facility page confirms that shared regional role.
One arrest can leave three separate records. The Sheriff's Office under Robert A. "Rob" Blair, Martinsburg Police, state police, or another agency may make the bust. ERJCF and WVDCR handle intake data and custody status. The court tracks how the case ends. For a regional-custody question, the WVDCR offender-search hub is the right first stop. Just note that listed people may have been arrested anywhere in the three-county region.
Berkeley Busted Booking Record Fields
Think of a booking record as an intake snapshot rather than a legal conclusion. A live regional search result may tie together a name, a facility, booking details, and a photo when one exists. Names matter here. A shared surname alone cannot pin down an identity. When copies float around on unofficial pages, trust the official result, the court docket, or the record custodian instead.
| Field | What it can show |
|---|---|
| Identity and number | Name and, where displayed, a booking or offender number used to locate the intake file. |
| Booking date and facility | An admission or booking time and ERJCF location. Arrest, charge, and booking can be different timestamps. |
| Charge as booked | An initial charge. It is not the final charge or a finding of guilt. |
| Photo and descriptors | An intake image and administrative details only where the official result makes them available. |
| Bond and court information | Possible clues to the next court event, but the magistrate docket or clerk is the source for current case status. |
| Release or disposition | Current-custody status may change, while a court record supplies the outcome rather than the booking card. |
What does a missing photo mean? Several things. The active result may lack an image, the person may have left that view, the record may be withheld, or the search simply missed. One absence does not mean no booking ever happened.
Berkeley Booking Photo Fees
When a live WVDCR result falls short, try a records request. The Berkeley County Sheriff's Office handles BCSO-held reports and media. It has its own form and FOIA policy. Neither promises that BCSO holds an ERJCF intake image. First figure out who made the arrest. The custodian could be BCSO, WVDCR, or ERJCF. The BCSO Report Request Form spells out the known charges for reports and media. The FOIA policy explains how the county responds.
| BCSO request item | Published amount |
|---|---|
| Incident or crash report | $20 |
| Photo set, up to 12 images | $25 |
| Each additional photo set | $25 |
| Body-camera or dash-camera media on disc | $50 |
Those prices cover BCSO reports and media only. No verified booking-photo fee, records email, retention period, or fixed turnaround turned up for WVDCR or ERJCF. BCSO works on a five-working-day response framework. The reply may be production, redaction, a lawful withholding, an explanation for a delay, or word that no responsive record exists.
- Name the person, date of birth if known, a booking-date range, ERJCF, booking number if known, and arresting agency.
- Request the booking record and any booking or intake photograph in electronic form, while asking the recipient to identify the custodian if it does not hold the file.
- Ask for segregable material and the specific exemption for anything withheld. Ask for the retention schedule if the record is gone.

Berkeley Busted Mugshot Law
The public-records baseline in West Virginia is Chapter 29B. It lets anyone inspect or copy public records through the body that holds them, exemptions permitting. A public label does not sweep away privacy, security, or investigative limits. The custodian can release a record in full, redact it, cite an exemption, or point you to another agency entirely.
Booking-photo rules are narrower than people assume. W. Va. Code §62-1-6a targets law-enforcement social-media posts of covered minor-offense booking photos and requires removal within 14 days of a request after certain favorable outcomes. That duty covers agency social sharing. It does not strip private copies from the web, and it guarantees nothing about photos appearing in a regional-jail search result.
Expungement runs on separate tracks. For a qualifying dismissal, acquittal, or completed diversion, §61-11-25 offers a route that generally opens 60 days after the dismissal or acquittal and counts photographs and electronic data among its record categories. Section 61-11-26 handles some eligible convictions through one-year, two-year, and five-year tiers, with exclusions. The West Virginia Judiciary forms page is the official gateway, and a clerk or lawyer can sort out current eligibility.
Berkeley Booking Record Limits
Some arrest material is off limits. Juvenile records, sealed or expunged files, protected victim data, personal information, and active investigative details may be withheld or released only in part. A court seal or expungement order binds the agencies it covers. No old copied page can force a withheld record open.
- Booking
- Jail intake after custody begins. It may follow an arrest, citation, or transfer.
- Arraignment or first appearance
- An early court event where a charge and release conditions may be addressed.
- Bond
- A court-set release amount or condition that can change as the case moves.
- Disposition
- The court’s result, such as dismissal, plea, acquittal, conviction, or another resolution.
- Expungement
- Court-authorized relief for qualifying records under the applicable statute and facts.
Note: A live roster is not a full archive, and an unofficial mirror cannot override a court order or a lawful agency withholding.

Match the channel to the question. The WVDCR regional-jail person search tells you whether an adult is visible in regional custody right now. Daily Incarcerations comes closest to an official admissions view. Court searches track how a case progresses. For an older booking or an image missing online, a record request is the fallback. Each channel covers a different stage. One empty search is never the whole story.
- Search the WVDCR Regional Jail person search for active regional custody.
- Use Daily Incarcerations for recent admissions, selecting the available county or institution controls.
- Check the WV Magistrate Record Search for a filing, charge, or disposition, then contact the clerk for copies.
- Identify the arresting agency and make a targeted records request when the live systems do not hold the needed historical item.
Berkeley Jail Roster Search
Treat the WVDCR person search as a live custody roster. It is not a catalog of every arrest ever made. The form needs at least three letters of a last name. Add a first name to narrow things down, then finish any terms or captcha screen. Check the date of birth, facility, and other details against what you know. Fields vary with the live interface. A detail route may surface booking information, court-order data, and a photo where one exists.
| Search element | Use | What to verify |
|---|---|---|
| Last name | Required name-first starting point, generally at least three letters. | Try a spelling variant before treating a miss as conclusive. |
| First name | Optional narrowing field. | Use it with the last name for common surnames. |
| Facility and detail view | Confirms the regional location and additional available fields. | Compare identity facts before relying on a match. |
| Photo where available | An official result may display an intake image. | An absent image is not proof that no image exists. |
West Virginia keeps its jail and prison lookups in one place. The hub run by the state corrections department splits custody searches into two tracks. That split matters for Berkeley County. One track covers regional jails. The other covers state prisons and supervised offenders. If a direct link to an app-style tool stalls, start at the landing page. The official WVDCR search hub lays out both paths plainly, so pick the one that matches your custody question.
That landing page works like a fork in the road. It will not show a list of Berkeley bookings. Pick the regional-jail branch for current ERJCF custody. Save the prison branch for state-prison or supervision matters.
Berkeley Busted Admissions Window
For fresh admissions, the state's Daily Incarcerations page is the closest official view of who has entered the Berkeley County system. Each row shows a timestamp. It also lists the person's last, first, and middle name, plus birth date and gender. The daily view is plain text only. A photo may still appear on an individual detail result when one exists. Don't expect more than that. The state posts no fixed update schedule, no 48-hour or 72-hour county feed, and no weekly Berkeley archive. The sheriff's incident tracker and alerts help with public safety, but they are not a booking roster. To cover several days, pull a date or institution from Daily Incarcerations, run a current-custody search, and ask the agency or state records custodian for the deeper history.
Note: Write down the date and time of any live search, since custody results shift after release, transfer, correction, or a new booking.
Berkeley Alerts, Not an App
No verified sheriff's app exists for this county with a full booking-photo feed. Watch out for a name collision, too. App results for Berkeley County, South Carolina belong to a different place entirely. The WVDCR web search stays the reliable route for regional custody. Sheriff social posts and county alerts work best for announcements, tips, and safety notices, not as a roster substitute.
Berkeley County does offer a Notify Me subscription page. Emergency Alerts and Sheriffs Alerts arrive by email or text, and the sheriff category supports browsing and RSS as well. For custody and release notices on a registered case, West Virginia VINE runs a separate service. Its notices track status, not photos. Timing gaps can appear when a person moves between facilities.
Berkeley Booking Court Handoff
A booking record is only the front half of the story. The free magistrate search takes a first name, last name, or case number. It returns up to 30 results. Filing dates, charges, dispositions, and documents all appear, though the actual papers rarely come through online. Need a copy? The Berkeley Magistrate Clerk at 380 West South Street in Martinsburg handles that, at 304-264-1957. The Circuit Clerk sits in the same courthouse complex at 304-264-1918.
The usual sequence starts with an arrest or citation. Booking follows when custody applies. Then comes a magistrate complaint or first appearance, bond or release terms, and any later court action if the case moves forward. Someone can drop off the live roster while a court file stays open and searchable. That gap is why the court record, not the jail roster, is the place to confirm how a case actually ended.
Berkeley Busted Custody Paths
Four different custody systems can hold a person. None of them shares data with the others. Current ERJCF custody, a state-prison profile, federal custody, and immigration custody all live in separate databases. The WVDCR prison search fits only people sentenced to state prison or listed under DCR supervision. A prison photo, where one is published, may not match the ERJCF booking image. After release, a person can vanish from every active view while the court or agency record lives on.
| Status or record | Best official path | Photo expectation |
|---|---|---|
| Presently in regional custody | WVDCR Regional Jail person search, then its official detail result. | Where available on the result. |
| Recently admitted | WVDCR Daily Incarcerations, then current-custody search. | Daily row may be text-first. |
| Released or historical booking | Arresting agency, WVDCR/ERJCF custodian, and the court record. | Request and retention rules control. |
| State prison or DCR supervision | WVDCR prison offender search. | Profile photo where available, not necessarily the booking image. |
For custody outside the state system, each federal channel has its own tool. The BOP inmate locator handles federal cases but shows no photos. The ICE detainee locator covers immigration holds and is not a Berkeley feed. The Marshals Service rarely releases routine prisoner photos at all. Use these only when the facts point to that kind of custody.
Note: A transfer can pull someone from one live view before the next official system posts the new status.
Berkeley Busted Mugshot Channels
Start with official sources, always. WVDCR owns custody and admissions data. The court holds the case outcome. BCSO or whichever agency made the arrest can route a report request. Third-party county sites come last for a reason: they lag, drop context, keep stale entries alive, and sometimes pin the wrong jurisdiction on a familiar name.
| Channel | Photo? | Access and reliability |
|---|---|---|
| WVDCR regional jail result | Where available | Official active-custody result and detail route. |
| Daily Incarcerations | Not promised in each row | Official admissions-style view, not a permanent Berkeley archive. |
| BCSO or custodian request | Depends on record and exemption | Official request path for the agency that holds the item. |
| WV Magistrate Record Search | No | Official case and disposition check, with clerk copies where needed. |
| The Journal | Not a routine photo source | Local event and arraignment reporting, not a government booking roster. |
| Third-party county pages | Often claimed by the publisher | Secondary only. Verify each item with WVDCR, the agency, or court. |
Among the unofficial sites, Busted Newspaper, RecentlyBooked, Arrests.org, and Mugshots.com all run county sections. None is an official WVDCR publication. Each has quirks. Busted Newspaper buries results under heavy pagination. RecentlyBooked advertises a rolling 30-day window. Arrests.org tends to run well behind, and Mugshots.com's county categories can be thin or outdated. Mugshots.zone has no verified page for this Berkeley County, so its South Carolina namesake is not a valid source here.
If an underlying record gets corrected and you want a listing pulled for free, Busted Newspaper offers a listing-removal form, and RecentlyBooked publishes its own removal policy. Send the exact page URL plus the official record that supports the fix. Arrests.org lists a contact route but no clear free county-specific workflow. Mugshots.com gives a policy contact without any firm free-removal promise for the person listed.
Berkeley Historical Booking Records
No published retention term covers Berkeley booking photos or regional jail entries. That holds for both BCSO and WVDCR. The active person search and Daily Incarcerations tools only show current holdings. They are not a historical archive. For an old booking record, go straight to the custodian. Ask which agency created the image, who holds it now, and whether it was transferred, sealed, destroyed, or withheld. Also ask about retention authority, since that tells you whether the file must legally still exist.
Court records often outlive the live roster. For an old case outcome, they are usually the better path. The West Virginia State Archives corrections collections may help historical research. They are not a confirmed home for ERJCF images, though. ERJCF opened in 1999, and the penitentiary materials in those collections belong to a separate record group. A third-party card from years ago is only a lead for a records request. It does not prove the official custodian still holds the file.
Berkeley Busted City Records
Berkeley County's map includes two incorporated cities. Neither one replaces the county's own record systems. Martinsburg Police arrests can still land a person at ERJCF when regional booking applies, and the city department keeps its records information through a separate route. Hedgesville is trickier. No dedicated public police roster or daily arrest log appears in the official directories, so the practical questions are which agency made the arrest and whether ERJCF or WVDCR holds the booking record.
- Martinsburg Busted Mugshots: city police records context, ERJCF booking path, and local coverage.
- Hedgesville Busted Mugshots: town contact routing, the regional booking path, and the absence of a verified municipal roster.
One caution on geography. A regional result can list people booked from Berkeley, Jefferson, or Morgan Counties. Confirm the arresting agency, the court, and the location before assuming where an ERJCF entry came from.
Note: Neither city page treats the regional roster as a complete record of every local arrest.
